In September 1914, Revel started to plan the war against Austria-Hungary, thinking about a decisive battle in the Adriatic, aiming to destroy the enemy fleet and avenge the humiliation suffered during the 1866 naval Battle of Lissa. However, during the first year of war, the French experience in the Adriatic imposed a change of strategy.

In March 1915, the Italian navy placed an order with the Societa Veneziana Automobili Navali (SVAN) for two 15-meter boats powered by gasoline engines and capable of 30 knots. Armament consisted of two 18-inch torpedoes launched over the stern. They were named Motorbarca Armata SVAN and numbered MAS.1 and MAS.2.

Little real action was seen in the Italian theatre in this period, though the Italian navy's new type of MAS boat, first deployed in December 1917, began to raid Austrian shores including Trieste and the Fiume area, while air raids on the major Austrian bases at Pola and Cattaro also put ever increasing pressure on the k.u.k. In 1866, it defeated a larger Italian fleet at the Battle of Lissa, the biggest naval battle fought worldwide between Trafalgar in 1805 and Tsushima in 1905. The Austro-Hungarian navy was a truly multicultural force, where a sailor might speak German, Hungarian, Croatian, Italian, Polish, Czech, Slovak, and even Romanian.
